Tax Brackets & Withholding
How are taxes structured in payroll — and who keeps the brackets current?
Tax structures are records you maintain: country-wide tables and state-level tables with progressive brackets, edited in the tax screens and applied by the calculation engine during a run. Employee withholding elections and exempt status feed the same calculation.

How it works
The tax screens hold two levels: country-wide taxes and state taxes, each with bracket tables that model progressive rates. Brackets are created, edited, and deleted as records, so a rate change is a data update the payroll team makes — continON does not ship or maintain statutory tax tables for you, and the module does not claim compliance with any specific jurisdiction.
On the employee side, withholding elections entered in self-service and an exempt status flag on the employee record steer how the calculation treats the individual. The engine applies the configured brackets and the employee’s elections during period generation, which is what makes tax behavior inspectable: everything it used is a record you can open.
What the table carries
| # | Maintained | Resolved against it |
|---|---|---|
| 01 | Two-level tables | Country-wide and state-level tax structures are maintained separately with their own screens. |
| 02 | Progressive brackets as records | Bracket rows are created and edited directly; the engine applies whatever is current. |
| 03 | Employee elections included | Withholding elections from self-service and the exempt flag are part of the calculation. |
| 04 | Your tables, stated plainly | The organization maintains its own rates; no jurisdiction-specific compliance is claimed. |
